New Partners Initiative LaunchedDecember 2, 2005 - During his remarks on World AIDS Day 2005, President George W. Bush announced the New Partners Initiative (NPI), a $200 million initiative within the President's Emergency Plan for AIDS Relief. The five-year Emergency Plan, which President Bush announced during his 2003 State of the Union, aims to support treatment for two million HIV-infected people, prevent seven million new HIV infections, and support care for 10 million people infected with HIV/AIDS in the Plan's fifteen focus countries. To affect this many lives, the Emergency Plan works with large numbers of grass-roots partner organizations. Through the NPI, the Emergency Plan will provide $200 million for grants to new partners to provide HIV/AIDS prevention and care services. In his December 1 announcement, President Bush said, "Through this initiative, we will further reach out to our faith-based and community organizations that provide much of the health care in the developing world." "By identifying and supporting these organizations, we will reach more people, more effectively, and save more lives," he added. NPI aims to increase the Emergency Plan's ability to reach people with needed services, and to build indigenous capacity in host nations to fight the HIV/AIDS pandemic. The NPI will use a competitive grants process aimed at nongovernmental organizations with little or no experience working with the U.S. government. Organizations that have received $5 million or more in U.S. government funding during the preceding five years are excluded from NPI eligibility. Robust partner outreach and pre-competition assistance will enhance this competitive process, and NPI will offer post-award assistance to successful applicants. For more information:
